I don't think that is the case, owing to the fact that an insignificant amount of people have reported being either rejected or accepted. I personally feel that, due to the strikes at the university and potentially an increase in the number of applicants, it has resulted in, to put it kindly, slow communication.

Does anyone know if the conditional offer means that there were documents missing from my application? Because I already submitted my language exame grades, so I’m not sure what condition I still have to meet…

Congratulations! Conditional offer means the current non-fulfilment of a condition, perhaps you haven't obtained your final degree yet? In any case, your offer will give you the details

Congratulations!!! I remember reading somewhere on LLM guide that all offers are conditional since college placements are pending. The PAO website says: 'It will be a condition of your offer that you accept membership from one of the Colleges of the University. All those receiving conditional offers from the University will in due course receive such membership.' Of course there might also be another condition, but if you can't think of any, that may just be it :)

I’ve written about the conditional offer at cam a couple of times already, so I’d direct you there re extensive details on all the 6 or so conditions that will likely be there. In any case, the gist of it is that cam will *always* give conditional offers no matter what. Reason being they have loads of admin stuff as “conditions”, e.g., college allocation, uploading a pic for your cam card, sending a financial declaration form, etc. Due to all of that, you’ll also get a really long time to accept the offer - around 31 July. 

TL;DR: Unconditional offers don’t exist at cam.
