I know Cornell accepts an applicant with a TOEFL score of 550. You are just a few points away. Good luck!
"A minimum overall TOEFL score of 550 (paper-based), 213 (computer-based), or 79 (Internet-based) is required to be considered for admission. (...). Accepted applicants whose TOEFL scores are between 550 and 600 (paper-based) (...)must take the English placement test given at Cornell during
registration week".

I agree with you. Yours is not that far behind the 550 (213) margin, you are just 3 points below the minimum requirement, so don't feel discouraged and ask Law Schools with a minimum toefl of 550 if they find your results acceptable for consideration. Nonetheless, you'll probably have to take a placement test before classes begin. There is a host of other law schools considering international applicants with the 550 (213) score and even with less than 550, so i suggest you find it out on your own. Take a look, for example, at Indiana University School of Law- both at Bloomington and Indianapolis. The latter is a first-tier school and, notwithstanding, requires a minimum toefl of 550 (213). Furthermore, they inform on their graduate admissions web-page that applicants scoring less than what is normally required will also be taken into account. I'm quoting Indiana's Graduate Admissions Office in regards with the toefl minimum down below:
"TOEFL
All applicants whose first language is not English are required to submit a TOEFL score. Most students who are admitted to the program have minimum scores of 560 (paper-based TOEFL) or 213 (computer-based TOEFL). Applicants with lower TOEFL scores but otherwise excellent qualifications will also be considered for admission. "
Therefore, don't feel disheartened just because of a questionable test that doesn't value at all your overall talents and potentials, and that is not even an accurate yardstick of your actual command of the English Language.

I recommend you to study a little bit more for the Toefel exam. I have two friends that with one month of intensive study improve their scores from 213 to 255 and 260, respectively. I believe that it is important to have good English skills in order to take advantage of any LLM program.
If you feel that you cant improve your English skills, I sincerely recommend you to wait one more year to apply for an LLM. You will have better opportunities to be accepted by a university of your choice and not by the university that accept lower scores.
Good luck,

You Are Welcome!, and yes you should also consider taking intensive classes as well. All of Indiana's University Law Professors are outstanding experts in legal matters with relevant work experience to back it up. Another thing that must be said is that they all studied in top-notch Universities such as: Harvard, Columbia, Virginia, Georgetown, Yale...

As a matter of fact, any top law school will give you an excellent education regarless if it is top 10 or 20 or even 100, since most professors have studied at the same law schools. What makes the difference is where you feel comfortable studying at, depending on location, learning environment, camaraderie, cost of tuition and living expenses, job prospects....
