Hi, Im an international student, planning to apply for LLMs in next year .

I dont know how high my chances are.

I have a JD equivalent degree from a law school in Kazakhstan.
My IELTS score is 7.0. My GPA 3.59 out of 4.0

Do you guys think I have a chance for the law schools such as NYU,UPenn,UCLA,UCL,Manchester University,Bristol university,Chicago,Boston? What about GEORGETOWN? Which law schools can you advise for me? THANKS!)

I haven't seen your application but your GPA is good while your IELTS score is satisfactory. Do not forget that schools will review the application as a whole so your personal statement... needs to be good as well.
