I have done BALLB from symbiosis law college and wish to apply for LLM for Sept 09.
i just doubt that is it too late to apply?

Its not too late to apply although some Schools might be filling up their place so I should move quickly.
Where to apply? This really depends on what you want to do. Each University has parrticular strengths. For instance, if you want to study Human Rights then Nottingham (not Trent) and Essex are the best. The London universities are probably best for Commercial Law, but I suspect that Kings and LSE are oversubscribed by now, although they do have waiting lists. Oxford and Cambridge are clearly the most prestigious.
My starting point would be to look at the course content and the staff teaching, then look at the School's RAE results which are very relevant to the teaching interests and strengths of a law school. You might look at other ranking but treat these with caution as they are largely based on undergraduate teaching, although since many undergraduate teachers also teach on an LLM so they can be a good indication of quality of teaching.
Of course, you also need to look at your results. If you don't have a first class degree then I think that you can rule out Oxbridge, Kings, LSE etc.

i am from India and my medium of instruction in high school as well as BALLB course has been English. Is it still mandatory to take up IELTS exam?

they might not ask you for IELTS but you have to ask them directly and check their requirements to be sure of that,,,dont wait until they send an email because any uni right now is extremely busy just give them a call directly!
