Although our common interest may not necessarily converge in the specific area of criminal law, I still wanted to ask the following:
Which journal is more prestigious, the Criminal Law Forum or the International Criminal Law Review?
If a journal is not a part of the Social Citation Index how does one go about ascertaining its prestige?
What are the minimum (unspoken) requirements to get an article published in such a journal (ie doctoral candidate or work experience at an international institution etc)??

Law articles are peer-reviewed so the requirements for whether you are published are whether those reviewing think it's good enough for publication. So the minimum requirement is that your publication is up to their standards.
In terms of prestige, lots of factors can be taken into account, but look at those which are most popular in your field. Remember if you go for the most prestigious, it's unlikely you'll get published due to competition.
