Almost all European universities are open to cotutelle PhDs. I teach at the University of Edinburgh, which is one of the Universitas 21 institutions. We have cotutelle arrangements with 13 of them, for example: https://www.ed.ac.uk/news/all-news/joint-phd-memo-090609
PS I think the tricky thing is that you would need to find highly relevant supervisors.
