I sent my application docs to the Utrecht Uni for an LLM programme a few months ago but I still don`t have a respond yet. I received answer from the 2 other universities I have applied in.
Why Utreht are so late?
Anyone knowing usually when do they send one an e-mail about their decision?

It shouldn't be this late. You should email them and ask if your application has been lost.
