I'm almost done with my llb studies and I consider to move on to the llm degree. My problem is that I have low grades (average=71). Is there any chance to get accepted to an llm program in Europe? I'm thinking about Germany Holland Romania maybe

Hello,
Yes, there is. But some universities may require higher grades. I would suggest that it will be much easier to select some universities depending on their reputation and success in your area of law and visit their website. Usually there is an information on grades under admission requirements page. If not stated, you can send e-mails to admissions office to ask, they responded me. Recommendation letters may also be useful to support your academic outlook and provide you some space ( not much but can be helpful ).
In my case, Some universities required 3.0 /4 (LSE) and some others 2.8 (Nottingham), but there are many universities which don't. I think it will be much easier to find those universities and programs that suit you first.
For example University of Essex in UK requires: A degree with an overall grade of 2.8 OR 65%. for Human Rights LLM
Leiden HR LLM and Utrecht Public Law LLM does not state any,
