Are these the best two choices in the Netherlands? If so, which one would you pick? As far as I've seen, Utrecht seems to be a better choice.

I’d look into Leiden as well if I were you, but if you have to choose between Utrecht and Maastricht, I’d definitely choose Utrecht. 

Between those two I'd definitely lean towards Utrecht too. Have a look at some rankings, employability stats, courses that interest you.
