I come from China. New York bar application requires an evaluation for foreign legal education. The evaluation requires me to submit certified copy of admission to practice law (in China) and a written statement from government agency that law school I enrolled is recognized, and approved institution by the government in China.

New York bar examiner also require certified copy could only come from issuing institution. My admission to practice law was issued by department of justice. Therefore, I can only request China's department of justice to certify the admission. However, the government told me this is not part of their job, and they cannot translate even if they can certify.

Educational agency gives me almost same response: they cannot do that and they cannot translate such written statement.

Plus, New York bar examiner requires documentation only comes from issuing institution, and they do not accept a notary public. So there's no other way to do certification.

When I called bar examiner on questions mentioned above, they told me they don't know. When I say could I ask a US consulate to do certification for me. They said: you can try, and they have no idea whether this is workable.

Do you guys have any idea on my situation. It really makes me crazy on preparing supporting documentation.
