I've received my conditionnal offer for this Uni, but I don't meet the english requirements. My TOEFL socre is too low : 78. I need 90.

My question is : should I retake the test or can they offer me an upgrade ?

For sure - you should retake the test, but only if you think you could score higher. You will need some basic English language skills to be able to cope with your studies.

However, sometimes the universities offer a pre-sessional English language course, were you can gain the needed skills before starting your courses. You should ask your favoured university, if they offer something like that...
