Depends on what you mean by not too good... It's quite difficult to gain admission.
For 2005-6, it's obviously too late. In my opinion, you should contact universities directly (toronto, mcgill and osgoode....ottawa if you're in the intellectual property field), give them your GPA and ask what are the chances...

Maybe being from India could be an interesting asset to explore if you are in fields like Intellectual Property or Information Technology Law. If so, University of Ottawa is certainly the place to be.

However, you must take into consideration that admission in Canadian Tier 1 Universities is extremely competitive. I don't know what your marks are, and if you are underestimating it, but rather than already mailing the admission personel to regret from your grades, I recommend you to check out their website about the requirements for the program.

After this, write a strong cover letter, go deep in your research proposal, find interesting referees and apply. It won't cause you any harm. Being from a developing country does not count against you. In fact, the asiatic community seems to be very strong in Ottawa.

This Fall I am leaving Brazil to the U of O and am very very happy with my (and theirs!) choice. I wish you the best of luck in your applications and hope to see you there in the future.
