what do you want to do? which course?
depends on the area you want to study...

if it's environmental law, i've heard indiana is really good and it has gorgeous campus.

I guess any answer would depend on your preferred field of study. In any case, bear in mind the fact that an LLM is quite expensive, and if you make a choice based exclusively on your TOEFL grade, you may limit your options...

Ivan2006 is right. To choose a university according to his TOEFL score is not a good idea.

You should apply now to some universities you have listed and keep their offer as an insurance.

At the same time, you should apply to the universities you are really interested in, but without mentioning your TOEFL score. If they are interested in your application, you will receive a conditional offer with a deadline. This will give you more time to improve your English level and to try to get a better score.
