I am thinking about applying, but want to know if I have a decent shot before I do - any help would be much appreciated:

--Top 20 law school (B+ grades)

--Transferred to top 20 school for a tier 4 school with a 4.0 and #1 in class

--Graduated in 2010 - worked for a mid size NY firm for 8 months doing healthcare transactional work (got slow and I had to find other work)

--Worked for 3 months advising banks on the dodd-frank act---just got laid off

--From the NY area, grew up there. Want tax LLm because I enjoyed working on tax issues doing the transactional work.

Will be applying early in February.

you should have good chance to get into NYU. an applicant from Tier4 school got accepted.
