If you REALLY don't have ANY preferences, go to Berkeley.
Better prestige in Asia, Foreigner friendly(Cali), 3 hours closer to Asia.

It depends on what u want to focus.

If I were you,I will chose UPENN,it is a great university!

As far as I'm concerned I would choose Berkeley, but I'm specialized in IP and Berkeley has a good reputation in Switzerland.

However, as tigerex wrote, where r u from ? which field are you interested in ? Did you have a look at the curriculum ?
