I'm a bit puzzled by this one. The UPenn website claims that "Applications for admission to Graduate Programs at Penn Law are reviewed on a rolling basis. We strongly advise all candidates to submit their completed applications at the earliest possible date."
However, the answers I have received from their Admissions office were "It does not matter what order we receive materials as long as we have all required documents by 11/15" (which is the Early Notification deadline) and "The only difference between the 2 deadlines is that you will be notified of a decision earlier if you apply by the early notification deadline.", and also "As unexpected delays can occur, it is in the best interest of the applicant to apply as soon as possible."
Does anyone have a first hand experience to confirm one of these explanations? Do early applications increase one's chances of admission to UPenn?

Hi Ziu,
UPenn allows application on a rolling basis. If you apply on early notification your chances of acception are higher. Obviously they imply 2 application rounds to fill the seats. They are allocated on a on first come first served basis.
