I think two words, "submitted" and "completed", have different meanings because "submitted" means that materials which you gave to our law school are accepted and "completed" means that materials which you submit fulfill all requirements.
So I just wondered which one is right.

I think you might have trouble in your LLM class given your understanding of subtleties in the English language. The two words obvious have different meanings. But what the earlier guy said was that they don't lead to different CONCLUSIONS! Get it?
