I studied a LL.B. in Argentina and I'd like to do reaserch on teories of justice (specially the history of distributive justice in latin america from a political and constitutional perspective) and I want to do my graduate studies in the U.S. but I don't know whether a LLM-SJD or a PhD in Government/Political Science or Philosophy is the right path for studying that topic there.
What do you think is the best?

Nearest I can think of in the US is Bekerley with thier phD JSP course.
You should probably consider UK though.
