Can somebody explain to me the idea of "tiers". I saw the US News 2007 ranking . They listed the top 100 and then tiers 3 and 4. Is he first 50 in the top 100 - tier 1, and the next 50 - second tier? Please let me know. It will help me a lot in making a decision to wich school I would like to attend.

First, these are only the ABA approved schools. Second, the tier system is broken up as follows (I believe there are 180 ABA approved schools):
Tier 1: 1-50
Tier 2: 51-100
Tier 3: 101-150
Tier 4: 150 and below
