I was accepted by SMU Dedman Law School and they offered to me a scholarship, but they only gave me time until March 7th to accept this scholarship. I am waiting for the acceptance letters from UT and NU.
What happened If I accept the scholarship of this University and later I decline the offer and I choose other University?
Can I have legal issues? or Can I decline this scholarship without a problem?
Can they report me somewhere for doing that?

I was also accepted to SMU with 14000 scholarships...I sent a fax friday accepting their scholarship, but I do no intend going to it....I received another offer in the meanwhile.
I dont think we can have legal issues.

I guess the instantly consequence might be that SMU won't aceept any student from your home country for a long time.

That's really tacky to accept the scholorship and then turn down the school!! What program were you applying to? I'm assuming international law.
When did you apply in the first place to get accepted already? How long did the school take to make their decision?

MY SUGGESTION :
There is no harm informing the school that because of change in your situation, you have changed your mind; just so that some other student may get a chance to receive the scholarship dollars. they value it and will surely appreciate your gesture.
