I got a tuition waver from an american university but still cannot afford the program.What should I do next?

If i were in your position, i'll petition a loan immediately in order to arrange your visa status with less haste. Remember that the f-1 visa may take you around 3 months to a minor. In the meantime you may seek out other sources of funding taking the place of the loan, since there's no penalty for cutting back on the amount you requested.
