as far as I know, there's no PhD in IP available in the US, for they simply don't offer PhD programs in law. It must be acknowledged that there're some schools offering PhD programs in specific subjects (such as international human rights, law and religion, and law and democracy for example), whereas you're wife might be interested in studying a SJD (sometime spelled JSD) program, which is the highest degree in law taught in the US

Ditto, but if she indeed wishes to pursue this track then in terms of Schools the most renowned American Law School for IP (I don't even do IP and I still know it's considered the best so that actually says something by itself) would be Berkeley.
