It's an incredibly difficult decision, as CLS has the better name (although Penn is incredibly good, but not that well known).
I'd go for Penn, full tuition is A LOT to make up for just a name :)

Consider it as just another personal opinion. It all depends on your aspirations and the amount of money you've got to spend, but for me the decision would be as mentioned above.

Penn Law full tuition v. CLS no scholarship -- tough choice.
NYU full tuition v. CLS no scholarship -- I say NYU.
I wouldn't consider Chicago if you had NYU with full tuition.

I would send an email to CLS explaining your dilemma to see whether they can propose you something.
Personally I already chose CLS over Penn because of the reputation of the former but with a full tuition grant I would probably have picked the later instead.

thank you all for your advice. i'm so confused. i've email CLS and HLS. I hope they get back to me. the deadline for the scholarship at penn is march 6th... just told me today... they've only given me one day!!!!!!!

Definitely go to CLS! LLM is a once-in-a-life investment...Penn Law is much more inferior than CLS in terms of location, resources avaialble to law students and academic prestige.........
Your background should be strong, why not wait for Harvard, Yale and Stanford? You should definitely contact Upenn staff to extend your reply deadline

does Penn provide RA position for a LLM student? I thought RA or TA are available only for non-professional disciplines like engineering.

What are your interests?
Penn Law/Wharton are renowned for business law. Wharton is the best business school in the world according to almost every ranking (US News, FT, WSJ, Forbes, etc). And there's a lot of interaction between the business school and law school.
If I had a full scholarship from Penn, I would definitely pick Penn over Columbia any day, especially since my interests relate to corporate law.

full tuition scholarship? this is a great achievement really. a master for free at UPenn or NYU and you still consider other admission offer with no scholarship at all? crazy fellows. trust me...run to UPenn (or NYU for the other lucky and talented fellow) and be always grateful! my very best congratulations!

they say they consider financial aid automatically and no need to apply for it. so you are really the lucky one!!!
still curious why they provide a human rights grant on a RA position... how can you spare time to do the job when you will be very busy with the courses?
