In order to be able to practice in the US you'll have to be admitted to the bar in the state where you intend to practice. As far as I know, you can sit for NY bar after obtaining US LL.M. degree (specific number of credits). CA bar also is opened to foreign-trained attorneys but I don't know much about the requirements there.

Oana, you don't need to be in the States in order to submit your application papers, actually, a lion's part of this site participants are not currently in the States. The procedure usually entails sending you application material though mail delivery or in some cases even a university encourages you to apply on-line. So, in this regard you don't need to worry.

As regards your visa issues, so my answer is as follows: after applying and be accepted and after you have committed to a specific program and after you provided a university with a satisfactory evidence that you have sufficient funds to sustain yourself and any dependents, if that your case, the university will issue you an I-20 form with which you need to apply to visa (student F-1). As far as I understand, the type of visa which you hold now is not a right one, however, maybe the fact that you have already obtained a certain type of visa will facilitate student visa processing too

In respect of your "grades question", you don't need to "convert" your grades into "American ones", you just need an official English language transcript with your grades and if its scale are "unfathomably" intricate, your university where you obtained your LL.B. must provide a description of the grades scale

And finally, the name of the universities in your area of interest you can find on the web, even on this site by selecting states of your concern
