as far as I know, it is tuiition waiver plus living allownace. But not exactly sure. There is one guy from my country offered this fellowship last year. I think it means financial aid.
I misread one Georgetown Fellowship. It is only a title and does not contain any financial aid.

Has any admitted student to the LLM for 2007 been notified if they have qualified for financial aid (e.g. Grotius fellowship or loans?)
