Penn is better. If you plan to work after the LLM in the US even though it is hard to find a job, law school rankings count a lot among law firms. You should consider universities from the top ten in order to do your LLM. Plus Chicago may be a great city but too far from New York where your interviews will be. You spend 20 dollars round trip from Philly to New York while from Chicago you will go by plane.
