Give a look to Northwestern LL.M. program in International Human Rights. Prof. Scheffer alone worth the tuitions...
Notre Dame has also a great program in Int'nal Human Rights.
If am not mistaken, Georgetown offers a certificate in HR within its own LL.M. program.
Last, NYU has no specific program in HR, but has a worldwide reputation for its HR faculty.
