As everyone knows, an LLM in the States is hugely expensive. I really want to do it, but I'm naturally reluctant to get into $70000 worth of debt.

Look different types of international scholarship programs (Muskie, Fulbright....). Probably government agencies could finance your education and look which US Universities provide financial support/ scholarships. I know NYU, Harvard, Columbia provide some financial support like tuition waiver, scholarship or loan.
