What is this "fellowship award" in the Cornell application form? I tried to find it out in their web page, but could not. What is the difference between financial aid and merit fellowship?

I think that the merit is for extraordinary applicants and the financial aid is of course on a financial need basis.

Isradv, first of all, thank you for your answer.
In other universities when you request a fellowship you are obliged to follow a certain path. Take CLS's Appel Fellowship for example, should you be selected for this fellowship you need to focus your research on regulatory or policy issues emerging from the trans-boundary operations of multinational or transnational enterprises.
I could not see any in Cornell's webpage, are you aware whether Cornell's fellowship imposes any such obligations on anyone receiving the fellowship?

I don't know what you are talking about. I don't see this phrase in the application form. The Cornell law School need not any separate form for scholarship at the time of application. it is said in their site that :
"LL.M applicants wishing to be considered for financial aid should indicate their interest on their admissions application. Applicants are eligible for merit fellowships only. Recipients will be selected during the admissions process and need not complete any supplemental materials."

So in the application form you must only indicate that you want a full or partial financial Aid.(no.14 in application form). that's all. I think after they consider your application, they will inform you for more forms.
I suggest you to ask them for more information. I would be grateful if you would write here your new information.
