Just answering my own question from the CLS website -- the end of May seems really late, given that most other schools will require a decision before then:

"Decisions regarding scholarships and fellowships for LL.M. and J.S.D. students will be made on a rolling basis by the end of May. (Please note: only students who submitted an application for financial assistance with their application for admission by the December 15 deadline will be considered for an award.) For questions about scholarship and fellowship applications (such as the Human Rights and Appel Fellowship awards), contact the Office of Graduate Legal Studies (gls@law.columbia.edu). For information on loans, contact the Office of Financial Aid (financial_aid@law.columbia.edu)."
