This means that if someone admitted doesn't accept the offer or they accept more people to get more money you might receive an offer.

Do you think that the fact that they're sending waitlists now means that they've already sent all the acceptances to strong candidates?

That's my fear too. How can they decide who will be waitlisted unless they've completed their review of all the candidates that have applied?

I’m not sure but I don’t think so. Because for Penn, I got waitlisted around the 10th of Feb and people seem to have gotten acceptances around the 18-19th of Feb as well. I don’t know how it works but I am just giving the example of the trend I am seeing for penn.

Has anyone who has been deferred from early review received any response by now?

I have not received a reply yet. I hope this means they have not yet reviewed my application. However I must note two people who attended the same school as me received their acceptance emails at the same time, so I wonder if they review applications by region or country or it is just random.
