Every school has their own TOEFL requirement. Usually the TOEFL is wavied if your entire law degree is taught in english. you should email the school directly and ask them.

Hello Applicant 2009,
I also fall into your category, i just submitted my online application at Columbia. What are your concerns about the admission process? I hope my application is granted. I really want to study in Columbia, considering its rich faculty board and reputation. Living in NY is also endearing and i intend to relocate to NY.
If you have any tips on how we can monitor our application and ensure its success kindly suggest to me.

They will get back to applicants who applied for the early review program by december. Regular applicants will be based on a rolling basis as indicated on their website i.e march-april 2009.
Criticisms are rife over the rolling basis process as it is described in some forum that it puts pressure on applicants to submit their applications early, and once the available slots are filled late applicants may not get favourable responses.

Hey Brightest, Columbia does actually review on a rolling basis, i culled this from the LL.M page of CLS:
When will a decision be made on my application?
Early Review applicants are notified by the end of December. All other admission decisions, including Early Review applications that were deferred to the regular cycle, are being made on a rolling basis. If you have not yet heard from us, you should not worry. In most cases, decisions are made by late April or early May. We send all admission decisions by e-mail. Offers of admission are sent in writing also, via courier. Please make sure that you provide us with a valid e-mail address and a physical address for the courier delivery (we do not deliver admission materials to post office boxes), and that you update that information as necessary. Many companies have put up firewalls and e-mail messages get returned to us. Therefore, we recommend that you use a personal e-mail account (such as gmail, hotmail or yahoo) or speak with your employers IT department to make sure that messages from Columbia Law School will not be blocked. All decisions are mailed from gls@law.columbia.edu
I hope you find it useful

@Brightest: I think Jboy14 quoted Columbia's homepage partially (therefore "we"). But I can confirm, he's definitely right, there's a rolling basis. I am CLS-LL.M. myself and personally made this "experience" of rolling basis. Good luck for your application!
