May be its need-cum-merit because the application demanded a fair amount of detail regarding one's financial situation.

Hey, it reads:

"I am pleased to inform you that you have been awarded a scholarship of $xx for the 2014-2015 academic year. One-third of the total scholarship will be applied as a credit to your tuition bill from the University each quarter. We hope that this award will be sufficient for you to join us during the coming academic year."
