Bottomline is: Berkeley is top 10 (as you said).
The advertisement on this website means as much as the fact that Georgetown does not advertise: nothing.
Placing an advertisement is a business decision that can be based on many factors: tax, lobbying, reaching a new customer sector, etc. I don't know why they decided to advertise. As far as I am concerned, neither do you.
Anyway, it does not matter. top 10 is top 10; either with or without advertisements. Either with or without flags on the entrance; either with or without adopting the colour "R" or "Y".
Focus on what really matters (faculty, alumni, location, logistics, etc.) and I am sure you'll reach the conclusion that Berkeley is among the best. It's only fair to admit that. All the rest is crap.
Business schools pick their students just as law schools do it. The only difference is that the admissions process is more demanding on business schools (GMAT exam, interviews, specific exams, etc.).
