I would assume that that is the minimum required to complete your LLM, but it wouldn't make sense if you couldn't do more credits than that. 21 is very little. JD students usually finish approx 28-30 (give or take) credits per year. I finished 30 credits, which was an ok work load. But I don't know anything specifical about Boalt.

Yeap, we need to take 22 units. I asked around the attorneys and they told me that it's not a big deal, meaning that it's possible. Beside, we have to that anyway for the loan purposes too.
I have a question for the thesis. DID you guys get the email from them asking for the summury review? Did u already send it out? Please let me know what u did? How many pages? The format/ Thanks
