I wanted to ask if I take JD in one state, lets take NY or DC, will I be able to practice law in another, for instance FL?
and if yes what is the route?

it doesn't matter where you take the JD, but where you take the bar after you graduate. if you take the Florida bar, you can only practice there etc. obvious exception is if you take the Federal Bar in DC, you can practice in federal courts throughout the country..

Membership in the U.S. District Court for the District of Columbia (D.D.C.) does not, as far as I know, grant you carte blanche ability to practice in federal courts throughout the country. You may be able to use that admission to gain pro hac vice admission, but I think each federal judicial district sets its own requirements for regular practice.
