Does anyone know if UCL will offer the Law and Economics specialism and its related courses for 2012-2013?

Of course, that information isn't yet available on their website. Maybe a current student might know better.

They've just updated it. Everything is "to be confirmed" and, according to staff, they will decide on courses only next year.

Why does it matter? Just make the application and if the courses are not there next year, either do not accept the offer or if you have already accepted the offer, just tell them you are withdrawing your acceptance.
Its not like the same application materials cannot be used for multiple applications anyway, so its not like you have to really do any extra work.

Chosen courses should be indicated in the personal statement.

UCL has a policy of giving a general admission and specif modules are chosen only after the admission takes place. So I dont think you have to include it in you SoP

If I may jump in here, in '09 the website said that one's personal statement SHOULD include an indication of which modules one would be enrolling on if admitted. You're not bound by the modules you include in your PS though. If you want to take on different modules once you get there, that's completely fine.
