Hello,
I am arriving to Manchester in one week, currently looking for accommodation. I am missing some guidelance what to do when starting in England as a foreign student (EU citizen).
Should I register for a health insurance (is it free?), what do i need for creating UK bank account, where and when shoul I report my residence, etc....
Thanks for any advice.

Well, I'm sure you've seen Manchester's international students help pages, right?
http://www.manchester.ac.uk/study/international/arrival/
Your health insurance is through the NHS and is free for students who are in a program that's more than six months long.
There's also info in that link about opening a bank account, visas, getting around, etc.
