I have a percentage of 67%. I am thinking to apply to Oxford and Cambridge along with other good universities. I have also written certain papers but those were not much research based. I have also taken part in few moot courts at national level. Should I apply to Oxford and Cambridge? What would be my chances of getting an admission in these universities?
Should I apply to Oxford and Cambridge

Both look for a first. My guess is that you have virtually no chance of admittance to Oxford and probably less than 50% chance of Cambridge. That said it never hurts to try. Best of luck.

I guess 67% makes it a first class degree. any say to that

A first class degree is over 70%. Oxford will require that. Cambridge may be willing to accept you on 67 but there is no guarantee. It may also depend on where you got your 67.

hi - what will you lose from trying?: nothing! (except a little time and application fee). go for it and good luck! :-)

Actually, not even that. I don't know about next year, but this year Oxford's application was free.
Go for it -- why not?
