I have managed to get a 2:1 result for my external LLB and really want to proceed to LLM. Just wanna ask if my chance will be slim in my application for top law school program like Oxbridge UCL LSE and what about US LLM such as NYU and Upenn

to be brutally frank, forget about oxbridge. you may have a chance at LSE/NYU/Penn, though a not particularly strong one. it depends on how strong your 2.1 is, as well as how good your personal statement/references are. good luck!

There is no need to forget about Oxbridge, Oxford perhaps, but Cambridge not necessarily. From what I have heard (including from one of my professors at Cambridge), a very high 2.1 in addition to other strong points on your CV may be enough. The advice was that if you obtain a 67% or more, then you stand a chance (albeit not a particularly good one). A first would definitely help, but it is not necessary. The BCL at Oxford is different and I do not know much about it, so I cannot help too much there, the same goes for LSE.
When it comes to NYU/UPenn, I am quite sure a 2.1 is enough to place you in contention. I have friends with 2.1s who have got into UPenn on scholarships, so there should be nothing stopping you.
