Purely speculating...

I thought in light of sweeping HE funding, they may have increased their postgraduate intake to bring in more money, or they simply were not impressed with the applicants (but I just cannot see that for Oxford).

Have tuition rates been announced yet for fall? If not, it may be they are going to institute hefty raises and anticipate fewer enrollees.

I thought the increased fees weren't supposed to apply to postgrads? If that's the case (and I hope it is!) then the fee changes are unlikely to be behind the extension.
