I recommend checking out the posts Russ has identified.
And to answer your questions directly:
1. the details of universities offering this course.
The University of Edinburgh, LL.M Innovation, Technology and the Law (also available via distance learning).
2. overall ranking of universities/ranking on basis of course.
Depends on which ranking you look at. UK/EU institutions are ranked in many different ways. The University of Edinburgh is usually well placed in most rankings.
3.what will be admission procedure and cut off date
for submission of application ( because results by
Indian universities are declared in May-Jun).
You can apply without having completed your results, and you would be given a "conditional" offer, if you receive any offer from the Admissions Office.
2. have i to pass english proficiency test.
The University of Edinburgh, international students who have not studied entirely in English (and exceptions of students from Botswana, Fiji, Gambia, Ghana, Kenya, Lesotho, Liberia, Malawi, Nigeria, Papua New Guinea. Sierra Leone, South Africa, Swaziland, Tanzania, Uganda, West Indies, Zambia, and Zimbabwe are exempt from pre and post admission language testing) are generally expected to submit their language test results.
