on the basis of the provided information Swansea sounds like the best choice to me.
Yet, the answer might also depend on the desired area of commercial law and, not to forget, the "condition" of the conditional offer.
Are you required to complete any pre-sessional language courses?

I personally think Hull sounds like a wiser choice. However, I second flori's opinion on the fact that you should look more carefully at the area of commercial law you desire and at the conditions you have to meet at all of these unis. Best.
