It seems quite likely to me that they don't have any alphabetical, chronological or geographical order, but that they proceed in the way that where a decision is clear the applicant will hear sooner. (Just as though they had a pile of rejections, a pile of offers and a pile for further consideration, the latter of which becomes smaller and smaller. This is how I imagine it, but of course it's just another theory.)

I think that it is a very conscientious process and that they really compare the different applications to reach the fairest possible decisions - which would make it much easier to be rejected.
