what are the best programs in the UK for european or EU law? in fact, even if there is a program that is good in something as general as "comparative law", i'm still interested.

Edinburgh has a great programme in EU law. It is also home to the the Europa institute which is the oldest dedicated research institute in European law. http://www.law.ed.ac.uk/europa/ Though I studied international law at Edi, I have been to several of the Europa events and lectures by the heads of the institute and they added great value to my own studies. There is also a Europa postgraduate reading group at Edi and the topics are very interesting. It is lead by two Edi PhD students who are writing in comparative European law. Whatever programme you choose, make sure it is one that has many value-added extra-curricular opportunities.

Boy, that sounds amazing! I'd sure like to hear more about the University of Edinburgh! If only someone on this board could provide me with a ready supply of links and brochure-like information in reply to just about any conceivable question that just about anybody might care to ask!
