About conditional offer

I'm a student of China, and I just want to apply for the LL.M program of UK.
I have took the TOEFL exam, but to my suprise,I only got 84 in it!
I think I can re-take the exam, but I will know the score of next exam after about 2month. I think that is too late for my application.
I want to apply now without a TOEFL score. Will they give me a conditional offer? If so, I have enough time to re-take the laguage test.
Or they will not consider my materials before they receive my score of TOEFL?

I think the answer is, 'that depends'! The nature of a conditional offer is that the would-be student has to fulfil the requirement to get the place. On one view the university has nothing to lose by giving the offer. Alternatively, where an applicant is a long way short of the required standard admissions officers may feel that there is no point in giving the offer. I suspect the only way to find out is to apply and retake the test. One final thing to consider is that some universities offer summer school courses in English for those who are nearly there in English language requirements. It may be an option worth investigating if you have the time and the money.
