What rank of llm programs may be offered if my toefl score is between 80~100?

there are a lot of good programs.
I suggest you try to apply to Minnesota, Austin and maybe Vanderbilt. They are well ranked and if you have other good skills to offer besides the TOEFL score, I think that would not be a problem.
also in this board, there is a lot of material regarding that topic, maybe you can check it.
also, how much is under 100 for you?

Hi,
As far as I know, there is a great program at Indiana University School of law - Bloomington. The campus is great, most of the professors have studyed at Havard, Yale, University of Michicagan...And, it is likely that if you contact the person in charge of the program, they might admit toefl under 100 (though, I want to highlight that it is a guess...)

Actually, my score is only 86.
GPA3.32.
Besides, I don't have any work experiences.
It seems too hard to get admissions from those schools.
I'm looking forward to knowing someone with this kind of condition had got admisson.

I cannot tell you about anybody admitted, but with a score of 86 take a look at University of Minnesota, or UC Davis, for example.
