I read that, in many top schools in US require a very high sectional scores in TOEFL. Can I apply to these schools for LL.M even if the score is little less than required minimum. How would it affect the chances of getting admission. Can anyone help me with this.

Yes, some top universities will consider and eventually accept scores bellow their publicized minimum (I think Columbia is an exception). However, they always emphasize how much this hurts your chances of admission.
