Hi all!
Here in DC I met a guy who just start a LL.M at GWU with a total merit-based scholarship, but his background is really amazing. 4.0/4.0 GPA both in his LLB and his italian LLM, scholarship to study abroad, internship at the EC in Brussels... I honestly don't know what are you looking for, but a partial scholarship from UPenn is already an outstanding achievement. Last year I got partial merit-based scholarships by UIowa (also pretty well ranked), Wake Forest and Vanderbilt, but none erase my tuitions. You should also ask for some research/teaching assistantships, that use to be more generous than simple scholarships. By the way, I have applied to many of the US top schools, and I am sure that I would do a loan to fund my studies...see you next year in the US.
