Doesn’t necessarily have to be fake news, but I don’t know why people are assuming that all offers are out now. If the offer patterns follow that of the LLM, many more people will have their status change to Decision Pending over the next two weeks.

are you ranked superior in your class or something? 1%? so i guess you get the fast offer while others get one if and once you decline the offer?

Might be a bit late to respond to this but, I am a current LLM student and last year I only submitted my language test when I received the offer (the language test was a condition to it), although the website clearly stated that it had to be submitted at the time of the application. It worked for me, so it might work for you too if you have a good application overall.
Also, don't worry if you haven't heard back from the PAO yet, as the PhD offers just started rolling out 2 days ago. LLM/MCL offers will most probably start rolling out next week, but it's normal for some of you to move to DP this week. Stay strong and best of luck!!

I got MCL offer last night! It's so kind of you to share the information and tell us not to be anxious, please let me say a big THANK YOU. You are right, the language score doesn't affect the result much.
For others' reference, I got DP status around 2/9 and received the offer on 29 Feb.
Might be a bit late to respond to this but, I am a current LLM student and last year I only submitted my language test when I received the offer (the language test was a condition to it), although the website clearly stated that it had to be submitted at the time of the application. It worked for me, so it might work for you too if you have a good application overall.

I'm in the same boat (MCL DP and unsuccessful LLM). I've kept an eye out and don't think anyone has said that they moved to DP for both programmes.

Interesting; delighted to have moved to DP (on the presumption that this moves to an offer) in the MCL but disappointed not to get the choice between the programmes.
